Here is what i remember about the movie:
1. it was a made for tv movie i remember seeing it on tv late 80s to early 90s possible a movie of the week or some such.

2. It start/early in the movie you see a dissassemble little girls bike leading to a body tho i don't remember if you actually see the body or not.

3. the Mother of the dead girl suspects her neighbor was the one who killed her daughter but can't prove it and suspects he is abusing her friends daughter but also can't prove it

4. at the end of the movie the dead girl's mom goes to the neighbors house when the neighbors girl doesn't go to school and find her knocked out laying on the bed tho she is fully dressed still. She calls the police.
