None is cited as source on imdb 'full credits' list, so it's rather unlikely.

No, it is pure fiction, although the original concept might have come from an obscure author who fell from grace and was blacklisted way back in the 70's.

I have written a short novel based upon a similar concept, but it has not, as yet, been made into a film.

It isn't the fact that it was done, just the fact that it was so random. RFF, I would expect someone from the NSA rather than the FBI. Just remember to say hi to them on the search engines.
