Snoring alarm at school? No problem for Rasputin Rumpus, Inspector of the Boredom Control Authority. Wherever he turns up, every school day becomes an adventure! Luckily for Maxe, a student at what is probably the most boring school in the world. When his principal plans to usurp power over all other schools with a "rulebook of prohibitions" and sends the troublemaker Maxe along with the entire class on a trip to the sticks under the watchful eye of their teacher Mrs. Penne, Rumpus' help comes at the right time. Thanks to the unusual inspector, the class trip suddenly becomes a great adventure. But the children don't have much time to prevent their principal's insane plan.
